Project-Specific Consultants

Statewide Domestic Violence Strategic Plan Consultant

The Hawaiʻi State Coalition Against Domestic Violence (HSCADV) seeks proposals from qualified facilitation consultants to support a statewide and county-level stakeholder engagement process focused on strengthening Hawaiʻi’s response to domestic violence.

The project will convene service providers, law enforcement, healthcare professionals, prosecutors, the courts, and community advocates to identify system gaps, address barriers faced by survivors, particularly those in rural and underserved communities, and develop actionable, county-specific recommendations. Findings will inform county domestic violence action plans, Domestic Violence Fatality Review (DVFR) recommendations, policy priorities, and funding decisions. Given the sensitive nature of domestic violence work and the diversity of stakeholder roles and power dynamics, this project requires highly skilled, culturally grounded facilitation that fosters trust, encourages participation from individuals who may be unaccustomed to group decision-making, and guides groups toward meaningful, collective outcomes.
